29 / Investment Banks and their record profits

I am confused. Peter Hartcher writes, "the big investment banks … have feasted on public money …" and Goldman Sachs, restored to strength, are reporting record profits. Please, help me here. Those billions of dollars were loans, weren't they?

And now for them to make big money again certainly is a good thing - the banks and investment companies that were bailed out by governments are paying back all that money, aren’t they,  A R E N’ T   T H E Y ?   So what's the problem? Please explain, someone.
